Irving Solid Waste Services Moves Forward with Assessment

The Irving City Council has recently directed its staff to initiate a Request for Proposal (RFP) in order to conduct a comprehensive municipal solid waste (MSW) collection study and rate analysis. The objective of this study is to evaluate and assess various options for Irving's Solid Waste Services (SWS) collections model, with the aim of enhancing efficiency and sustainability in waste management practices.

The selected consultant will be tasked with conducting an in-depth operational assessment of the current waste collection methods, as well as exploring alternative approaches for handling trash, recycling, brush/bulky items, special waste, and leaves/grass clippings. The consultant will also be responsible for conducting a thorough rate analysis and forecasting associated with the proposed collection methods.

Several alternative collection methods will be scrutinized during the study. These include:

  1. Once per week versus twice per week hybrid collections: This option allows residents to choose between bags or carts for their trash and recycling. Collections will be carried out using rear-load trucks equipped with tippers.

  2. Once per week versus twice per week fully automated collections: Under this approach, both trash and recycling will be collected using fully automated systems.

  3. Twice per week manual bag collections: This method involves manual collection of trash, including leaves/grass clippings and special waste, twice per week.

By analyzing these alternatives, the city aims to identify the most efficient and cost-effective waste collection model that aligns with residents' needs while considering environmental factors.

The comprehensive report, expected to be completed within approximately nine months, will provide detailed insights into each collection method, including operational considerations, associated costs, and potential benefits. It will serve as a valuable resource for the City Council to make informed decisions about improving Irving's Solid Waste Services.
