Dallas Names First Chief of Public Safety, Appoints Interim Fire Chief

Dallas Interim City Manager Kimberly Bizor Tolbert has introduced the City of Dallas’ inaugural Chief of Public Safety role, appointing Dallas Fire-Rescue's Dominique Artis as the Interim Chief. Concurrently, Assistant Chief Justin Ball will assume the position of Interim Fire Chief.

Tolbert expressed, “Transitioning from a Deputy City Manager to a Chief of Public Safety on my executive leadership team is in alignment with our new foundational structure and continuing efforts to becoming the safest large city in the country,” highlighting the move's strategic importance for continuity and succession planning.

The newly formed Safe Portfolio encompasses various departments including Dallas Fire-Rescue, Dallas Police, Court & Detention Services, Office of Emergency Management, the Marshal’s Office, and the Office of Integrated Public Safety Solutions.

“It is a privilege to serve the City of Dallas and its residents. I look forward to working with my colleagues in a new capacity, building on our successes to continue to innovate and enhance our public safety operations,” said Chief Artis.

Chief Dominique Artis, a Dallas native, has devoted over 29 years to public safety, notably as Fire Chief since 2018. With a diverse background, including leadership roles in administration, training, and operations, Chief Artis brings a wealth of experience to his new position. He holds degrees in Electrical Engineering and Technology, as well as Public Affairs, along with certifications from the National Fire Academy and the Executive Fire Officer Program.

Chief Justin Ball, with a career spanning over two decades, brings extensive expertise to his role as Interim Fire Chief. A key figure in implementing vital programs within Dallas Fire-Rescue, Chief Ball has steadily risen through the ranks, demonstrating a commitment to excellence and innovation in public safety.
