Dallas Appoints New Director of Community Police Oversight

Interim Dallas City Manager Kimberly Bizor Tolbert has appointed Michele Andre as the new Director of the Office of Community Police Oversight.

Ms. Andre brings over eight years of experience in public administration and police oversight management. For the past two years, she served as the program manager for the Albany, New York Community Police Review Board. During her tenure, she led the development of fair disciplinary standards, initiated independent investigations into misconduct complaints, held public meetings to review body camera video, and revamped administrative systems to ensure efficient complaint processing and impartial reviews.

“Michele’s experience and diverse approach to community engagement is what we need at this time,” said Interim Dallas City Manager Kimberly Bizor Tolbert. “Her proven track record will strengthen our oversight and collaboration with all our stakeholders.”

The announcement of Ms. Andre’s appointment was met with approval from John Mark Davidson, Chair of the Community Police Oversight Board.

“I am delighted by the news Michele will lead the Dallas Office of Community Police Oversight Office,” said Davidson. “She has the background, experience, professionalism and drive to lead this oversight effort. She is the right person at the right time.”

In response to her appointment, Michele Andre stated, “I am deeply honored to be selected as the new Director for the Dallas Office of Community Police Oversight. This opportunity allows me to bring my passion for equitable policing, transparency, and accountability to the vibrant Dallas community. I look forward to working collaboratively with stakeholders to build trust and drive positive change."

Andre will commence her role with the City of Dallas on Tuesday, September 3, 2024.
