The Texas Department of Licensing and Regulation (TDLR) has issued a six-month emergency closure order, effective September 16, for two Burleson massage establishments due to suspected human trafficking.
The first establishment, Top A-Massage, located at 344 SW Wilshire Blvd, Suite T, is owned by Cai Wei Evans. TDLR received a consumer complaint alleging that women were wearing lingerie and living inside the establishment, a violation of state law. Investigators discovered that Top A-Massage was listed on multiple illicit websites advertising specific sexual services. During a site visit in early September, an investigator found several signs of possible human trafficking. These included the owner, a licensed massage therapist, dressed in provocative clothing, a room arranged as sleeping quarters for two individuals, and multiple indicators that people were living in the establishment. Additionally, at least one unlicensed massage therapist was found providing services.
The second establishment, Best Massage, located at 333 NW Hillery St., is owned by Huili Dai. A consumer complaint, forwarded by local law enforcement, alleged that massage therapists at the establishment were offering sexual services. Investigators found Best Massage listed on several illicit websites advertising sexual services. During an onsite investigation, they discovered video monitors in each massage room displaying feeds from cameras in the front reception area. Investigators also found several bags of clothing and a large quantity of food in the kitchen. While the massage therapists claimed not to be living at the establishment, only one provided a home address, and others could not give an address. Additionally, two of the massage therapists had been employed at the establishment for a short period.
