The FBI Dallas Field Office is offering a $5,000 reward for information leading to the capture of 33-year-old Seth Altman, the suspect in the shooting of Memphis, Texas, Police Chief Rex Plant last Thursday night. This reward is in addition to a $10,000 reward announced by Governor Greg Abbott, bringing the total reward for information to $15,000.
Chief Plant and another officer were serving an arrest warrant for burglary of a habitation when Altman allegedly shot Chief Plant multiple times. The chief was airlifted to a hospital in Lubbock, where he is reported to be in stable condition.
Altman, who is white, stands 6 feet, 2 inches tall and weighs 220 pounds, with red hair and blue eyes. He was last seen on foot around 11 p.m. Thursday in the 200 block of South 4th Street in Memphis, about 90 miles southeast of Amarillo and 275 miles northwest of Dallas. According to alerts, Altman was heading toward U.S. 287. He is listed among the 10 Most Wanted Fugitives in Texas for the attempted murder of a peace officer and is considered armed and dangerous.
The Blue Alert issued for Altman early on Friday, October 4, startled cell phone users across Texas. The Texas Department of Public Safety (DPS) is offering a reward of up to $10,000 for information leading to his capture.
The Blue Alert program, established in 2008, activates under specific criteria, including:
- A law enforcement officer must have been killed or seriously injured by an offender.
- The investigating agency must determine that the offender poses a serious risk or threat to the public and law enforcement personnel.
- A detailed description of the offender's vehicle, including vehicle tags, must be available for broadcast.
- The investigating law enforcement agency must recommend activation of the Blue Alert to the Texas DPS.
