The Irving Police Department, in collaboration with the Dallas County Sheriff's Office, arrested Fausto Espinoza Parra, 73, early Monday morning at his apartment in the 1400 block of W. 6th St. in South Irving. Parra was apprehended on an arrest warrant for Possession of a Controlled Substance Penalty Group 1 and for Failing to Comply with Sex Offender Registration requirements. He was booked into the Irving Jail at 5:23 am.
Parra's criminal history includes a conviction in August 1992, at the age of 40, for sexually assaulting a 16-year-old girl. He served a six-year prison sentence for this offense and was subsequently required to register annually as a sex offender for life in Texas. His last reported verification was in 2024 in Hunt County, when he resided in Royse City. However, the arrest warrant was for failing to register in 2022. Although he was verified two years later, he still must face the charges from the 2023 indictment for missing the 2022 registration.
The drug charge stems from a June 2023 indictment for Possession of Methamphetamine, for which he failed to appear for a court hearing.
Additionally, Parra has prior convictions for Evading Arrest Detention with a Vehicle on February 29, 2012, where he served as a getaway driver in a theft case, resulting in a three-year prison sentence. He was also convicted in January 1992, prior to the sexual assault case, for Delivery of a Controlled Substance, receiving a 20-year prison sentence. He appealed that sentence and later that year was released from jail pending the outcome. Sadly, during that time is when he committed the sexual assault of the teen. Eventually, he won that appeal many years later, in 2007.
