PLANO, TX – The Texas Department of Licensing and Regulation (TDLR) has issued an emergency order permanently closing the Wellness Education Center in Plano and revoking the massage therapist licenses of Xiuzhen Sun, Mingzhi Song, and Lei Jiang, along with the massage instructor licenses of Song and Jiang.
The three individuals are now barred from practicing or teaching massage therapy in Texas following findings that the school falsified academic and internship records used to apply for massage therapy licenses.
According to TDLR, the Wellness Education Center and its staff were involved in helping students obtain licenses through fraud and false representation, including submitting falsified documents to the state. Investigators also uncovered multiple connections between the school’s graduates and illicit massage businesses across Texas.
“Massage schools are expected to uphold rigorous educational standards to ultimately protect the health and safety of Texas consumers,” said TDLR Executive Director Courtney Arbour. “We will take immediate action when we find schools that are not adhering to state law.”
The investigation revealed troubling ties to ongoing human trafficking cases. One frequent visitor to the school had previously been the subject of multiple emergency suspension orders for suspected human trafficking at massage establishments in Garland and Fort Worth—where employees were graduates of the Plano school.
Additionally, investigators discovered that Mingzhi Song owns three properties in Lubbock, and more than 75 students enrolled at the Wellness Education Center listed those addresses as their residence.
TDLR’s emergency action permanently closes the school and revokes the professional licenses of those involved, as part of its continued efforts to combat fraud and protect Texans from exploitation in the massage therapy industry.
