Traffic Stop by Irving Police in Valley Ranch Leads to Capture of Drug Dealer

IRVING, Texas — A traffic stop in Valley Ranch resulted in the arrest of a driver after officers discovered multiple types of narcotics packaged for distribution inside the vehicle, police said.

The stop occurred on Tuesday, April 7, 2026, at around 12:07 pm, near Ranchview Dr and Valley Ranch Pkwy after an officer observed a 2026 Chevrolet Trax run a stop sign and noted a cracked windshield.

Police identified the driver as 39-year-old Justin Gene Powell, who was accompanied by a passenger, Keith Pearson. Upon making contact, the officer reported smelling a strong odor of marijuana coming from the vehicle.

Both individuals were asked to exit the vehicle while officers conducted a search. Inside a camouflage backpack in the back seat, police said they located multiple controlled substances, including approximately 36 grams of methamphetamine, 7.6 grams of cocaine, oxycodone and alprazolam pills, THC oil, and marijuana totaling more than 120 grams.

Officers also recovered a digital scale with residue, packaging materials, and $1,464 in cash from Powell. Investigators said the packaging and quantity of narcotics were consistent with distribution rather than personal use.

Powell was arrested and transported to the Irving City Jail. He was charged with the following:

  • Manufacture/Delivery of Menthamphetamine - 36 grams (1st degree felony)
  • Manufacture/Delivery of Cocaine - 7.6 grams (1st degree felony)
  • Manufacture/Delivery of Oxycodone - 6.1 grams (1st degree felony)
  • Possession of THC - 6 grams (2nd degree felony)
  • Possession of Marijuana - 126.9 grams (state felony)
  • Possession of Alprazolam (Xanax) - 4.6 grams (misdemeanor)
  • 3 warrants from Arlington Police for traffic violations
  • 1 warrant from Dallas City Marshals Office for diving without a license

Authorities said the narcotics tested positive during field testing and were placed into evidence along with the recovered items.

The vehicle was impounded following the arrest.

On April 9th, he was transferred to the Dallas County Jail where he remains in custody.  His total bond was set at $187,000, but he is being held after a request by an unnamed jurisdiction.   He has prior convictions in Dallas County for drug charges.
