Manhunt Underway for Murder Suspect in Bell County Homicide Investigation

Wanted: Ryan Madden

In an ongoing investigation, the Criminal Investigation Division of the Bell County Sheriff’s Department, in collaboration with the Texas Rangers and other law enforcement partners, has made significant progress in the homicide case of Cody Wayne Kinslow.  Kinslow was shot to death September 21, 2023 in east Temple, Texas.  

Following new leads, the Bell County District Attorney’s office has approved additional murder charges against Sandy Gayle Carrese of Liberty Hill. Carrese is currently in custody at the Bell County Jail, held on a one million dollar bond. Justice of the Peace Larry Wilkey issued the arrest warrant.

In a related development, an arrest warrant has been issued for Ryan Adam Madden by Judge Wilkey on murder charges. Law enforcement attempted to arrest Madden on September 28, 2023, but he managed to evade capture. His current whereabouts remain unknown.

Authorities are seeking the public's assistance in locating Ryan Adam Madden, who is believed to be in the Travis, Williamson, or Burnet Counties. Madden also has ties to the Bell County area, specifically Belton. He was last seen driving a white GMC dually pickup truck, bearing Texas license plate SHN9954. The truck has damage to the right-side tire skirt, a metal bumper on the front, a construction light on the roof, and a green dirt bike in the bed.

Citizens with any information regarding Ryan Adam Madden's location are urged to contact the Bell County Sheriff’s Department at 254-933-5412 or Bell County Crimestoppers at 254-526-TIPS (8477). Callers can remain anonymous and may be eligible for a reward if their information leads to Madden’s arrest.

Authorities emphasize that Ryan Adam Madden should be considered dangerous, and the public is advised not to approach him. Instead, they are encouraged to call the provided numbers or contact local law enforcement.

UPDATE: Madden's truck has been discovered abandoned in Leander, TX.
